You need softwares such as Photoshop Elements, Which I currently use, Or Paint Shop. You can also create banners in paint, But it's not that good.

i once created them in paint and they kinda sucked, where do u get this photoshop elements or paint shop?

Photoshop came with my computer. You can download softwares from Limewire or Kazaa.
